Why cards
The card is the interface. The choice stays human.
Everyone knows how to read a hand of cards. The playing-card look makes a caregiver's strengths easy to scan, and face-down cards keep personal details private until a coordinator needs them.
The deck never assigns anyone on its own. A coordinator turns the cards, compares the hand and makes the call, and the caregiver can always say no. The card design is only how options are presented; the checks behind them work the same way whatever the screen looks like.
